This is a test for vertebrobasilar insufficiency - a condition contained by which there is not ample blood coming through the vertebral arteries, and it could be dangerous to forcibly knead the neck.
"In George's oral exam, we first measure the bilateral blood pressure, pulse rates, and auscultate the subclavian and carotid arteries. The tolerant is next asked to rotate the go before right and left, and later rotate, laterally bend and extend in the seated position (Maigne's test) and surrounded by the supine position (DeKleijn's test). Signs of nausea, tinnitus, vertigo, light headache, slurring of speech, dizziness or nystagmus may indicate vascular compromise or stenosis of the carotid or vertebral arteries."
